The South African Commission on Human Rights (SAHRC) states that it has a moral and constitutional obligation to protect whistleblowers because of the important role they play in the fight against corruption.

SAHRC has spent about Rs 4 crore on security and informant cases in the country.

The commission asked the National Treasury to seek funding to protect whistleblowers.

SAHRC CEO Celis Tipignan explains:

“We have taken two cases to court. And then we turned to the Treasury to give us money for whistleblower questions. This year we held two summits on whistleblowers, including whistleblowers themselves, as well as a number of bodies, constitutional bodies listed in the Public Interest Disclosure Act, to see how we can work together to address the challenges faced by whistleblowers and the impact and the role of informants in the fight against corruption and abuse of power. “

Concerns about the safety of whistleblowers

Since the publication of the report on the state investigation into the seizure, concerns have resurfaced about the safety of informants who have given key testimony to the commission.

Two notorious informers, Johan van Logerenberg, former head of the South African Revenue Service (SARS), and former GCIS chief Temba Maseka, were robbed in January after the report was published.

The incidents have alarmed other whistleblowers who doubted the timing of the incidents.

Former head of the legal services of the South African Railway Agency (Prasa) Marta Ngoye, who also testified before the commission, says she feels vulnerable.

“We are very close to all other informants. So everything that happens to any of us affects the whole team. I think it’s alarming that more of them are coming out now that the evidence has been presented. “

“The fact that these witnesses were not attacked while testifying, so they do not understand the mode of operation of these people. It is worrying that we have faced these ongoing attacks, ”Ngoye added.
